Church Coucil

The Church Council shall consist of a minimum of 17 voting members including the following: The corporate officers of the congregation.
The chairmen (or their designees) of the elected boards. A minimum of five elected at-large members. All called workers in the offices of public ministry shall serve as advisory members of the Church Council.

Functions and Responsibilities of the Church Council:
The Church Council, subject at all times to the provisions of these bylaws, shall supervise the administration of congregational affairs and shall make decisions on matters referred to it by the voters’ assembly, the various boards and committees. The Church Council shall give directions to its members and the respective boards and committees, and shall have authority to affirm, reverse, and remand the actions of any board, committee or individual member. In the normal exercise of its duties and responsibility, the Church Council shall be the recipient of recommendations from any board, committee or member. It shall approve the appointment of all persons selected to serve on special committees or any non-elective position. The Church Council shall maintain a record of its activities and the vice-president shall make a report of these activities to the voters’ assembly. The corporate officers of the congregation shall also be the officers of the Church Council.

Meetings:
Regular meetings shall be held on the second Tuesday of the month. Special meetings may be called by the request of the pastor, the president, or any three members of the Church Council. Twelve voting members of the Church Council shall constitute a quorum. The presiding officer of the meeting shall establish the order of business. Robert’s Rules of Order shall determine matters of parliamentary procedure not governed by these bylaws.

Board of Fiscal Management

The Board of Fiscal Management shall consist of three members.
The Board of Fiscal Management is responsible for planning and managing the financial affairs of the congregation including the preparation of the annual budget, acting as the purchasing agent, and administering the expenditure of funds. Initiating the preparation of the annual budget requires obtaining request of proposed expenditures from the various Boards. Estimated receipts will be furnished by the Board of Stewardship and the Financial Secretary. This information shall be consolidated and presented to the Church Council with recommendations for the proposed Annual Budget. As purchasing agent for the congregation, the Board of Fiscal Management shall arrange for the orderly purchase of all authorized items and services in the most economical manner. The Board shall establish a procedure for requisitioning supplies and services. The Board of Fiscal Management shall be responsible for administering the expenditure of congregational funds as approved by the Voters Assembly and Church Council Procedures for an efficient system of paying invoices shall be developed by the Board in cooperation with the Treasurer and the various Boards. To accomplish the assigned responsibilities the Board of Fiscal Management shall consultfrequently with the Treasurer to review the cash position of the congregation.

Board of Stewardship (six members)

The basic objectives of the Board of Stewardship shall be to initiate programs for the development of good stewardship attitudes in the members of the congregation and to provide for the training and utilization of members for the work of Christ’s kingdom.

Responsibilities:
To achieve the above objectives, the Board of Stewardship either corporately or through specifically designated individuals shall:
Study the scriptural principles regarding the total stewardship calling of the Christian as a member of his family, as a neighbor and citizen, and as a congregational member; and attempt to share these insights with all congregational members.

  • Encourage all congregational members to give of their time, talents and gifts in the manner with which they have been
    blessed.
  • Educate the congregation regarding the worldwide mission of the church, as it takes place on the congregational, district
    and synodical levels.
  • Contact and encourage new members for service within the congregation and endeavor to stir up the talents of all members
    for use in Christ’s work.
  • Conduct, with approval of the Church Council, an intensive program to confront every member personally with basic Biblical
    stewardship principles and practices.
  • Encourage stewardship programs in the societies and organizations of the congregation.
  • Study and evaluate the various programs developed by the district and school.
  • Make recommendations to the Church
    Council, and upon approval implement the program in a timely manner.
  • This board shall assist in the preparation of the annual budget by furnishing the Board of Fiscal Management with an estimate
    of receipts for the coming year

The Board of Evangelism

Evangelism is the out-reach arm of Trinity. The object of this board is to bring the Gospel to the unchurched and enlist all of God’s people in witnessing the Gospel. Their responsibilities include:
  • Developing a program of reaching the unchurched;
  • assisting the Pastor in proclaiming the Gospel by using various means of communication;
  • foster a climate of sharing of the Gospel within the congregation,
  • provide for the reception, orientation, and integration of new members;
  • develop an atmosphere of friendliness among members and visitors;
  • maintain records of visitations and a list of possible members;
  • review witnessing and evangelistic materials and recommend them to the congregation.

The Board of Human Care Ministries

Human Care is to provide the social service within the congregation to those inneed within the community, LCMS and Trinity. They are to:

  • assist the Pastor(s) in providing an emergency assistance program;
  • keep the congregation informed on social issues within the community and nation and provide suggestions regarding a congregational response or action;
  • work with the Board of Stewardship to secure volunteer assistance within the congregation

Auditing Committee

The Auditing Committee shall be composed of three elected members. The committee members shall select a chairman. This committee shall audit all books and records of the congregation on an annual basis at the end of the fiscal year and shall report to the Voters Assembly at the next regular meeting. The committee shall also have the right to examine the books and records at anytime during the year. The Auditing Committee also has the authority to conduct an audit or examination of the records of any office, board, committee, or auxiliary organization within the congregation and shall report the finding to the Church Council.
